ECO4 Flexible Eligibility - the the mechanism that might be advantageous to both your family and your community ​

Irrespective of age, financial status, or health condition, everyone deserves to live in a comfortable home. The Local Authority Flexible Eligibility (LA Flex) programme ensures equal opportunities for everyone who wishes to enhance their home's energy efficiency.

The government has extended the Energy Company Obligation (ECO4) Programme with a new phase called LA Flex to more effectively tackle fuel poverty. This empowers participating Councils to broaden the eligibility criteria of the assistance programme, enabling them to support a greater number of households within their region. Consequently, low-income households grappling with high heating costs will have improved access to the Affordable Warmth Plan as part of the ECO4 programme.

In order to participate in the LA Flex programme, councils are required to submit a Statement of Intent that specifies the eligibility criteria. Emerald Green Energy can aid local councils in implementing this scheme by assisting in the selection of eligibility standards for residents to access financing. We can also collaborate with regional energy providers to identify homes that can benefit from energy-efficient upgrades.

Groups That May Benefit

The eligibility criteria for this policy have been expanded to encompass a wider population. Individuals grappling with fuel poverty or health risks due to residing in a cold home, as well as occupants of properties adjoining those that meet the requirements (such as multiple dwellings within a single structure, directly adjacent buildings, or terraced homes), may now qualify for additional insulation or boiler upgrades.

If a community has at least 66% of households that meet the Affordable Warmth eligibility criteria, funding for energy-saving measures such as solid wall insulation may be available to nearby properties as well.
